Carroll County Circuit Court Clerk

Carroll County has two courthouse locations. The Historic Courthouse is at 200 Willis Street. The Courthouse Annex, where the main clerk's office operates, is at 55 North Court Street. Note: As of October 1, 2025, all documents recorded at Carroll County Circuit Court must have a three-inch top margin on the first page, or they will be returned for correction.

The Maryland Judiciary Case Search is the free statewide tool for finding Carroll County court records. Criminal records in the system go back to 1990. Civil records are available from 1991. Search by name, case number, or citation. Adding a percent sign after a name broadens results for partial matches. Filter options include court type, county, case type, date range, and case status.

Results show case numbers, parties, filing dates, docket entries, hearing dates, and dispositions. You will not find document images or transcripts in the online system. In 2024, the Maryland Judiciary removed cases that ended in dismissal, nolle prosequi, or acquittal from public search results. Stet cases three years or older were also removed. These changes apply across all Maryland counties. For records no longer visible online, contact the clerk's office directly or visit in person.

What Carroll County Court Records Contain

Standard copies of court records cost $0.50 per page. Certified copies run $5.00 to $5.50 per document plus the per-page fee. Exemplified copies with a triple seal are $10.00 plus $0.50 per page. Audio recordings of court sessions cost $25 per CD or USB. Transcripts cost $3.00 per page. Mail requests add $2.00 unless you include a self-addressed stamped envelope.
