Cecil County Circuit Court Clerk

Office hours are Monday through Friday, 8:30 AM to 4:30 PM. The Civil Department is in Room 110. Criminal and Land Records are in Room 114.

District Court and Other Courts
The Cecil County District Court is at 170 East Main Street in Elkton, just down the street from the Circuit Court. The District Court handles lower-level civil and criminal cases, traffic matters, and small claims. Its records are separate from the Circuit Court but are searchable through the same Maryland Judiciary Case Search tool. For estate and probate matters, the Orphans' Court handles those filings independently of the Circuit Court.
Searching Cecil County Records Online
The Maryland Judiciary Case Search covers all 24 jurisdictions in Maryland, including Cecil County. Criminal records are available from 2000. Civil records go back to 1998. You search by name, case number, or citation. For partial name searches, add a percent sign after the name. You can filter by court type, case type, county, status, and date range.
Results include case numbers, party names, filing dates, docket entries, hearing dates, and final dispositions. The system does not show document images or transcripts. In 2024, cases ending in dismissal, nolle prosequi, or acquittal were removed from the online search statewide. Stet cases three years or older were also taken offline. The physical court files still exist. If you need a record not shown online, call the clerk's office at 410-996-1021 or email the relevant department.
What Cecil County Court Records Contain
Civil records in Cecil County cover lawsuits, contract disputes, debt collection actions, and property damage claims. Criminal records document charges, hearing dates, verdicts, and sentences. Family law files include divorce proceedings, custody orders, support agreements, and protective orders. Juvenile files are restricted. Land records document deeds, mortgages, liens, and other property documents for Cecil County real estate. Marriage licenses are also issued and recorded by the clerk's office.
Certified copies of divorce records are a common request. When asking for a certified divorce record, you will need to provide the names of both individuals, the filing date or approximate year, the case number if you have it, and payment. The clerk's office issues certified copies for $5.50 each. Mail requests need a money order or credit card number and a return address.
Cecil County Copy Fees and How to Request Records
Standard copies cost $0.50 per page. Certified copies are $5.50 per document. Exemplified copies with a triple seal are $10.00 plus $0.50 per page. Mail requests include a $2.00 mailing fee unless you send a self-addressed stamped envelope. Audio recordings are $25 per CD or USB. Transcripts cost $3.00 per page.
In-person requests at Room 108 accept cash, money orders, and credit cards. Personal checks are not accepted. For mail requests, include the case number or full names of the parties, the type of record, your contact information, and a money order or credit card.
